I have a question about one of the questions on form DS-230. The question is "have you been arrested?" When I was younger I got into a situation that saw me get charged with assault and theft under $1000 contrary to Canadian law. Anyways, I ended up with an absolute discharge on the first and the charge was thrown out for the second. Now I am not sure how to answer the immigration question. I have heard that "arrested" only refers to felonies and not misdemeanours but how do I fill out the form correctly? Have I been arrested?
 
even if he were not convicted or in the prison, I believe he needs to reflect this, since he was charged.
