DS 156 ---Q 31(Have you ever been refused US visa)

hi,

I am going to vancouver canada on 31st October for first time H1 stamping( changed status from F1 to H1).

I have a Questions regarding DS156 form


b)Q 31(Have you ever been refused US visa) I got my F1 on second attempt, So should I answer "Yes" for this Question?

(I applied for F1 in July 7th 1999 in chennai.. My application was rejected because of the TWE score.. after 15 days(July 22 1999) I applied for it Again with TWE score I got the F1 visa.
Some my friends say that I can answer "No" to this Question .. but some people say I should answer Yes... What should I do???)

The EXACT reply is:

"YES".

Mention there that you have been refused a visa before and give the details thereof.

By saying Yes, it would not necessarily mean that you would be refused any future visa. ( this is mentioned somewhere in the form as well)

However, if you say No to this question here, and later,if they come to know, then it will be treated as fraud and you will be automatically refused all future visas and your current visa may be voided and you sent back.

So, say YES to the question.
