Doubt...which date is actual one?

I have a question...I have filed for green card for my husband on september 2006.My petition is pending in california service centre. i see their current processing times as jan 2005.
now my doubt is...in latest visa bulletin i see,the dates of family based green card for spouse of green card holder is 2003 in case of india..
i am in confusion...r they processing based on applicants origin ?which date is actually mine? california or india? i filed petition from US itself.
please clarify... thanx
 
you need to look at the visa bulletin, not at the USCIS processing dates. If your husband is from India, then quotas for India apply to him.
 
thankyou ....then i guess its a loongggg wait...?? is it possible to get him here anyways earlier?
