don\'t have a birth certificate

Hi all,
I don\'t have a birth certificate and am trying to get one from India. I have no one to do that and a friend of mine said he can send a notary. Will a notary be enough? Can it be used in lieu of a birth certificate?

Any help is greatly appreciated.
