DOL complain against employer

I am on H1-B from october 2008.My employer refused to pay because am not on a project.

I am salaried for X sum per year.I did not sign any contract.They havent paid for last 2 months and i dont think so they are going to pay me this month.They infact got me a project i just worked there for 14 days because
they had faked my resume themselves,sent that resume,attended the interview themselves and sent me there instead.I didnt like the job because am not qualified for the job and so i left it.

I want to complain to DOL...is it a good idea...?
what docs do i need to complain...?
and in which state do i need to complain...? i live in a diff state and the comp is in diff state.

-----------------File complaint with DOL if they dont pay you. employer must pay you. finding a project is not your duty.
