Does Washington DC has two senates?

DC has no representative in the congress. It may surprise you I think
before 1960 the citizens in the DC could not even vote in presidential
election because DC has no electors to sent to College of Electors.

In 2000 presidnetial election, one elector from DC refrained from
voting president to protest that DC has no representative in
the congress.

Washington DC has no representation in either the House of Representatives or the Senate. They do however now have three votes in the Electoral College (out of 538 total) which is the same as the lowest population (single representative) states.
 
DC does not have a senator. They do not have a member of the House either. They do have a "delegate" representing them in the House of Representatives. The "delegate" is based on a law Congress passed not based on the Constitution. And the delegate has extremely limited voting power in Congress. As further information, American territories like Guam and Puerto Rico also have non-voting "delegates" in the House. So the national capital is on an equal footing with offshore entities!

The 23rd Amendment was approved in 1961 giving three electoral vote to DC in presidential elections. Before then people of DC could not pick their national leaders.
