Does visa number unavailability apply if PD previously current?

I just read that EB3 visa numbers for all countries are unavailable, according to the July visa bulletin. However, my PD is April 2002, which became current during the May bulletin. So have I already been assigned a visa number (in May), or is it unavailable for me as well?

If you don't get I-485 approval before June 30th, 2005 you'll have to wait until your priority date becomes available again.

No EB-3 cases will be processed until Oct 1st regardless of your country of origin.

Around September 15th a new visa bulletin will be published. That bulletin will show the new priority dates which are still expected to be retrogressed for several countries but not unavailable.
