Does university job counts?

Hi all,

I heard that the H1B visa quota count doesn't include any government and university jobs, is that true? If so, the university can apply it anytime during the year?

Also, if company A has already filed the H1B for me, can University B also file the H1B for me too?

Yes. H1 applications from the university are not counted against the cap.
The university can file a H1 for you.

If I received H1B from company A while processing the H1B with University at the same time, is that ok? Do I need to do any visa transfer if I want to choose the school job?
