Does the VO normally keep a photocopy of the sponsor's passport?

This is for one of my close friends. He is currently on F-1 visa in US.

Very recently, he invited and sponsored his mother to visit US on B2 (tourist) visa and sent photocopies of his passport, I-20, etc. She was denied a visa. The VO kept the photocopy of her passport, form DS-156 as well as photocopy of my friend's passport and I-20.

Is it normal for the VO to keep the photocopy of the passport and other immigration documents of the person who is the sponsor?

What is the concern here? Even if the consulate kept those documents (instead of destroying or returning), why does it worry the sponsor? Just curious.
