This Q pops up most of the time and others like....... are are confirmation numbers sequential?, does derivatives have CNs also? are the numbers sequential for all the winners or regions have thier own 'blocks' of numbers? etc. etc.
US DoS had been very 'silent' on most of these info pertaining to the winners', those released as total winners for any given DV year.
However, some FACTS are known (I do not have the exact links to those, but do take my word for granted!)
1. Only the principal applicants (PA s) are allocated conf. # s (CN s), their family (ie. eligible derivatives) share that # for the purpose of further processing to obtain a DV before the end of fiscal yr (FY)
2. Initial TOTAL number of winners include both the principal winners and their derivatives (if any was included at the time of eDV)
3. DoS is clear on the fact that they select a higher number of initial 'total' winners in anticipation of only 50% will be successful at the end towards the total of 55k DVs.
3. When the total of 55k DV s are allocated during the course of a given FY, the number get reduced by the visas issued to both PA s and their derivatives. (in other words, the number DoS release at the end of FY as total 'successful' applicants who got DVs, is the total of PA PLUS their dervs.
4. DoS never gave breakdown of PA s and dervs. for the initial total winners. But they give that for the successful apps. who got visas at the end of FY. Going by that it can be safely assumed that the initial TOTAL winners (of ~105k) include only about 60-75k principal winners, rest their derivatives. Majority of the initial winners as well as ppl who do get DV s at the end seems unmarried/single.

So, to your Q........134 are the TOTAL, PAs plus their family.
This may actually consist of about 60-90 principal apps.
