Does the New Rule of NVC applies to my case too?

Guys:
My I-140 got approved on 11/05/01. NVC created my case # on Dec. 17th and my lawyers send (duly filled in) Packet-3 to the New Delhi Consulate, which reached there on Jan. 17th 2002.

Did my Lawyer send it to the correct place? or even I come under the New rule of NVC, wherein Packet-3 (duly filled in) needs to be send to NVC back and then they will in turn forward it to the Consulate.

Can someone advice me if everything is going per procedure or no?

You left out an important detail:
Did you or your lawyer received P3 from NVC? If so, it contained instructions. If you followed them you are OK.
 
under AC140 Case

Doesnt he fall under AC140 Case?? If he has send the documents certified with Packet 3 directly to Consulate, then his Case should be created. Please guide us through.
