Does the initial number of Winners from any region include dependents???s

I don't think this question has been answered so far...

Remember the number of winners from Asia for Dv2009 was something around 14000(just to give an example).

Does this number include the dependents or not?

Lets put our our heads together and figure this out!!!

And one more thing, what are the implications of this for higher CN's ?

To the best of my understanding, the number of selected persons only accounts for principle applicants. I.E. those people whose applications were picked by the mighty computer thingy.

That said, the 50,000 diversity visas awarded include both principles and dependents.
