Does the employer have to interview the applicants?

The employer has received 4 resumes in response to the LC ads. None of them has the required experience (not even related) or education. It seems to be job hunters sending out resumes just for the purpose of sending out resumes. My question is under this situation, is the emloyer required to interview a few of the applicants? If it were not for LC purpose, the employer would not even read the resumes at all. My lawyer's advise is it is not required, but it will be helpful to interview the applicants. The employer's response is they are not even remotely qualified, why bother?

Employer is not required to interview each and every candidate. If candidate do not meet min. required qualification, employer can reject candidates without calling them for interview.
