I am a US permanent resident. I had to leave my job recently. I wish to
claim for Unemployment Insurance in California. Does claiming UI can
determine me as a Public Charge since it is a form a State-Federal cash
assistance ? Please advise.

In California UI is an insurance program (that your employer pays when you are employed). It's not considered public charge. You can claim UI.

However, keep in mind, if it's not a layoff and/or you are leaving your employer voluntarily, it's unlikely you will be able to get UI successfully.
