Does my old, unused approved H1B make me cap-exempt ?

Question to Rajeev Ji today:

If an H1B was approved 15 years ago, am I still cap-exempt, even though I never worked in the U.S. for the company that filed it?

History:
In 2006, I had an approved H1B (I-129). When I went to the Singapore embassy for stamping, I received a 221(g).
The next month, my L1 was processed and stamped at the same embassy. I then worked in the USA for about 4 years, and my L1 was renewed once.

The same company that filed my H1 tried to hire me in 2008 while I was in the USA, but the transfer from L1 to the old H1 failed. However, my L1 was successfully renewed the following year, and I worked on it for a few months before returning to India.
