Does J1 research need a J1 waiver?

does J1 research need a J1 waiver to get another J1 research or J1 clinical visa? In case of it is still in the 3-year length of first J1 research visa.

I believe in this case you just need a new sponsor issuing a new DS2019 for you to seamlessly continue with your current one. As a J1 research you are however limited to 3 years instead of the 7 years in the J1 GME.

While it is possible to change from J1 research to J1 clinical this is apparently a major paperwork nightmare. It has to go through ECFMG and I believe even DOS. If you look further back in the forum, there were a couple of posts by someone who did the switch (and was apparently given some restrictions regarding the type of residency program he was allowed to pursue).
 
If my J1 research is expired then I return home, can I get another J1 clinical visa within the first 2 years??

If you J1 research DOESN'T have a HRR, you can switch to a different visa H1, F1, O1 without a problem.

If you returned, and applied for a clinical J1 lets say a couple of months later, I don't know whether they would require you to go through the 'change in J1 category routine' I mentioned before.
 
My J1 research has HHR. And I will return home soon.
I asked an advisor at the office of international students and scholars about this issue. She said that if I would like to come back as a professor or research scholar, you need to wait for 1 year. But, if you will came back as a physician in training by using another J1 visa, you don't have to wait. But, they will not issue you the H, L or greencard within 2 years. Are these correct???
