Does H1-B cap affects H4 to?

Hi, can anyone please tell me if the H1-B cap applies for a H4 trying to shift/apply to H1-B. The reason for asking this question is if a persons "H" status is considered for the total time period of 6 years, then as soon as a person is on H4, he/she is already on H status starting that year.

If person was on H1b and applies to COS to H4 or from H4 to H1b the new 6 years time will NOT start. H4 is linked to H1B; it will be better if you write in plain language what you want to do.
H1 or H4 extension is not under Cap, if you apply change of status from H4 to H1b it will be under Cap
When you entered, on what status H1b or H4, when you hit 6 years. You will get good answer from many posters
