Does Employer Change require ReStamping?

My H1 was stamped today in India. I will be coming to the US next week. If after I come back I transfer my H1 to a new employer will my visa still be valid or do I need a restamping?

The visa I have now has the name of my current employer and the new H1 if and when I transfer will get me a new notice of approval I think.

Also since I will be transfering I am guessing that does not fall in the H1B cap. Is that right?

Changing employer does not require a new visa stamping. H visas continue to be valid until expiration.
Your H1 transfer will not be subject to H1 cap (unless you are transferring from an cap exempt position to a regular position, e.g. from a university to a regular job).
