Does Application Service Center processing dates correct?

When I cheched the procesisng time at my service center, it shows the following dates:

N400 Application for Naturalization Sept 28, 2009
N600 Application for Certification of Citizenship September 28, 2009

Are these dates correct as posted at the USCIS web site.
After reading various threads in the posts here, I thought that it takes roughly 4 months to process the N-400.

Any thoughts.

USCIS posted processing times are only current up to January 31, 2010, so the posted times for a particular DO show the completed application as of January 31 2010 and are therefore not an accurate representation of what the current processing times are.

For example, Charleston DO shows processing time of 5.2 months as of January 31, 2010 according to USCIS website, hence the August 2009 date on website.

Are those published processing dates worst case scenarios? I applied for my N-400 11/3/2009 and including a 7 week wait for my oath ceremony was done as of 3/4/2010. My interview was 1/14/2010.
Norfolk DO is currently showing September 3, 2009 as the processing date.
Does anybody know what these dates mean?

Again , the USCIS posted processing times (goals) are as of January 31 2010. That means that as of January 31st, the majority of N-400 with a PD of Sept 3, 2009 were completed.
