Does anyone's Parent got their Visa approved bases on Pregnancy

I am green card holder (so as my wife) and it’s been three year since I have seen my family. I want to invite my parents since my wife is expecting. I want to know if any one's parent got their visa approved bases on Pregnancy case. My parents applied back in 1998 and then in 2004 and rejected twice, both times they were give 214b reason for denial of visit visa. All my siblings are back home and my father has his own home as well as good business. Both time I invited them to attend my graduation ceremony. Now I really need them since my wife is pregnant and secondly I want to them to come here to visit me.

Not a good reason for B1. This reason invite more rejection.
