Does anyone know source of PCC info on immihelp.com?

Immihelp.com has posted instructions for PCC which clearly say that if you are in the US, then the PCC should be from Indian consulate. Wonder where they got their information from?
 
Nothing Official yet though

I have followed this board and contributed about PCC ever since the issue surfaced but so far the best we have had are the emails which some of the posters have got. Nothing official in the US consulate web site or anywhere else. Hence, I was surprised to see the instructions on the immihelp.com site and wondered if they have official confirmation.

Of course, the source of their info could be this site (see post by iamforcp :)
