Does AC21 hastens or slows down approval?

it doesn't slow down for giving RFE. But for RFE inspection, it is slower than other ppl.

I had AC21, and I sent RFE out, but haven't got any reply yet.

I agree with BlueRib, I submitted my RFE 4 months ago till now no response. They might be doing additional checks for all AC21 cases like employer history etc. This is my guess as I heard back from senator off that they are doing additional checks.
 
I am willing to bet that AC21 will slow it down since there will be a check on employer and same/similar jobs, etc. The adjudicating officers may even ask for a 2nd opinion from headquarters for some cases which are more borderline. AC21+RFE will be slower than any other case (except interview ones)
