Folks,

My wife's Date of Birth non-availability from Jaipur is in Hindi. Do we send it to INS as is or does it need translation? If yes, who does these kinds of translations?

Don't worry about non-availability certificate, if you got the Notarized her Date of Birth in English, just submit that. Don't attach the non-availability with that.

If not you have to get the Notarized Date of Birth from their parents (both) certified on Rs.100 from India.

You need the non availability certificate even if you have an affidavit from somebody.
Look for translation in USCIS site. Anybody can do the translation... Let somebody(not your blood relatives) translate and get the translation notarized.
 
this is what I did

Well, for me, half my birth certificate was in English(My name/place/date of birth) and my parent name was in Hindi. The clerk messed it. Anyways, I got it translated at the High Court in India on stamp paper/notraized it/and they put a stamp, Valid Outside India. Finally, I submitted both to INS.

Just sharing.
 
Indian Embassy

You can get Birth Certificates from Indian Embassy or nearest Indian Consulate.

..which is useless for immigration purposes.

The birth certificate from Indian Embassy is not accepted by the USCIS/INS. They will however accept a translation provided by the Indian Embassy.

When I applied I-485, my lawer asked me to submit birth certificate in native langualge as well as the notarized translated certificate birth certificate also.
