Do you need to be an employee at the company processing your green card?

Here's my dilemma:
I am an employee at Company A, which I am unable to convince to process my greeen card through PERM.
Meanwhile can I ask Company B to start the green card process through PERM for me?
Does company B have to apply for a H1 for me before starting PERM?

Any insight will be greatly appreciated.

This is my opinion.

You do not need to be employee of a company in order for that company to start your GC process. Although, you need to have an intent to work for that company once GC is approved.
Now if PERM changes any of that? I am not sure.

The reason it is suggested to join a company before starting GC process is that it is easy to overcome some reasons for RFE and denial like for 'Ability to pay' issues, if you are working for the sponsering company since day 1.
 
A company can start your GC process even if you never entered the US. The company needs to show that they intend to hire you and have the ability to pay you - I don't know if PERM changes anything.
