Do USCIS have clearly defined policy in respect of E2 Visa holders & Crowdfunding within the US ?

Hi all..

I'm new on this site. Your comments on the above question would be greatly appreciated.

Clearly, E-Visa holders are not allowed to solicit Investment from within the US.. all necessary investment needs to come from overseas.. this is fully understood.

However...

Do the USCIS have a clearly defined policy in respect of E2 Visa holders & Crowdfunding within the USA ??

Crowdfunding is a recent phenomenon, its gathering momentum and its voluntary funding without guarantees expressed or implied. I'm interested to know whether anyone has experience of this or knowledgeable opinions...

Where the funds come from is irrelevant to the case and I have tell you about a belgian startup who got 910 000$ from a new york based venture and got the visa, they are now located in new york.
