at least by the end of this year,i.e. 2003??
As until DHS comes into being,there will be no approvals - I am pretty sure of that..it's almost Feb,and no progress on the "system upgrade"
It took them 4 months for IBIS...
So I think it'll take them at least another year...
Any other rumuors,inputs?

I believe it's a matter of days until we start seeing NSC approving I-485s.
It seems like Vermont has started approvals again.
It's early to say, let's see the trend in the next week or so...
