Do they do the same name check when issuing H1B visa?

It seems that my 485 case stuck in Name Check. Today, the idea just hit me that I have been applying for h1b visa in Vancouver before, and it takes just a couple of days for them to issue my visa.

Do all the H1b visa issuance need to go through name check? Does Department of State instead of USCIS send the name to FBI? If the name sent by DOS get through so quickly, why not USCIS?

They can request name check to any application. If you issued the visa in couple days so, no name check was requested at that time. many stories out there for people stuck to get H or other visa stamps.
