I have heard that if someone migrates to the US with the DV lottery stuff, it is possible to apply for your parents back home to get a green card so that they join you later.Is that true and if so how and please advise the duration it takes ?Can I apply for them ASA I got my green card ?

No, only derivative allowed is a spouse and minor children.

I have never heard of immigrating parents with the DV-Visa.
The rule is only derivatives of the applicant = husband/wife and children.

However, you can immigrate your parents ONCE you become a U.S Citizen, which is 5 years after you get your GC.

Well not immediately, you cannot apply to get your parents to the US as soon as you get your green card, but it can be done eventually!
When you are going to the USA, only your spouse and children can go with you.

Once you live in the USA for 5 years, you can apply to become an American citizen. American citizens are allowed to sponsor their parents for green cards.
So the duration would be : 5 years + time it takes for your citizenship application to process + the time it takes for your immigration petition for your parents to process.
I'd say you are looking at anywhere from 6-9 years after you get your green card.
