well, my dad was a born US citizen and my mom never got US citizenship. My current status in an Immediate Relative of a US citizen.

That is not an immigration status, that is a category for obtaining a green card. Do you have a green card? (don't answer here, please explain your situation in your new thread.)

When i went to the USCIS office, the immigration officer told that i first need to apply for n600 then after getting approve i can apply for a US passport.
That is wrong; N-600 is not a requirement for a US passport, although it makes it easier.

The other issue is that USCIS is not where you should go to apply for a passport -- you need to go to a post office or passport agency (but I don't know if the post offices in Saipan accept US passport applications).

No you don't. Without the N-600, to get a passport you'll need a thick stack of documents to prove your father's citizenship, residence, and so on, but the N-600 is not necessary to get the passport. The N-600 itself will also require that thick stack of documents, so don't think that trying for the N-600 first will be easier.
