Do I pay another 2 Grands if I change employer?

I just got my H1 visa but have another offer from another place. Do I have to go through the same process, wait for 3 months and pay more than 2 grand? Or is it going to be much easier/faster and cheaper since I am only changing employer?

No it is not a mere change of employer as far as INS is considered.
