Do I need the second NL?

Hello everyone,

I got my first NL two weeks ago and sent it back right away. I'm planning to do AOS.

Since I'm currently on F1 visa, I know that USCIS will likely accept my AOS request.

But I'm wondering if I need the second NL from KCC to go and get the forms from USCIS?
