Do I need I-134/I-864 for applying for a visitors visa for my sister?

I used to fill form I-134 to get a visitor's visa for my parents in the past. I don't see form I-134 in USCIS website but I do see a form I-864 on the USCIS website (this form appears to be for an immigrant visa and not for a tourist visa). What form should I fill in for my sister and her daughter to apply for a tourist visa in Chennai? Thanks. DallasN400guy
