Do you need an attorney ?

No you don't.

Is it a good idea to have an attorney?

Yes! it is.

Since you are out of US there may be some logistics issues.
You may need to search and see whether you can find any
posts where members did what you are planning to do.

If your I-140 is already approved, then the approval must have
gone to the attorney who represented you during that stage.
If your choice is to change(drop) the attorney you need to file the
change of representative form with National Visa Center.

Research the forums and you will find information on this.

The fee they charge varies, but the range is from $ 1500 to
$ 3000. for this stage
