If you mentioned the form i-131 in your fee waiver form then you are good!

because the fee wavier application only covers i-131 for humanitarian parole

We don't know any of this yet. There will be exceptions and the details are still being worked out. The executive order hasn't been passed yet. It was still being written yesterday. Again, please STOP spreading misinformation or your own opinion as fact.

yep , the ban only applies to entry of immigrants from outside the US who do not have a visa
