Do I have to include the photo for dependent under 18?

Because the Appendix C says photo for each applicants. Besides, where can I take photo with 3 copies in USA, all the place I asked give two instant picture each time, so they will not be exactly the same. Anyone ever tried to take visa photo of that size by yourself? Thanks.

Yes, photos are must for dependents below 18 yrs.

I did it for my 2 months old daughter. It is must.
