if i have a valid h1 stamp on my passport, and approval notice from new employer, do i have to get new stamp to return from India? Can i show the new approval notice at the port of entry and get in?
 
You should be fine.

Acquire knowledge of AC21 and the DOS notification about revalidation and be prepared to answer any Qs by POE officer.
A certified copy is just that. Sometimes it is accepted instead of the original. Notary publics , lawyers can certify a copy of a document and "certify" that the copy is genuine.

i spoke to a notary. they do not certify copies, they can only verify if a document was signed in their presence. So do i have to hire a lawyer to get this done? Do you know if city courthouses might be doing this?
 
Call your city courthouse...

You can ask your employer (or you can do it yourself) to certify that it is true copy and get it notarized.
