Dilema - H1B approved for New Delhi Consulate

My sister recently got approved for an H1B visa starting October 2005. However since she was in India when we applied for the visa, we had the processing sent to the Delhi Consulate.
She also has a 10 year B2 visa which has not expired which she has used to come and go to the United States.
Question - Can she come here on the B2 visa and then ask for the H1B processing to be done here?
- There seems to be some very silly requirements for processing H1B in India - like taking pictures of the inside and outside of the office. Is there a possibility that she could get denied in India and if so could she still use her B2 visa to go back and forth to the US?
- She doesn't have any family/etc in India so it's going to be hard to prove intent of going back. However she's coming here to work which is like a catch 22 situation. How does one prove intent of return when obviously you are going to America to work? - Does it not matter in the case of H1B applications?

Any help would be highly appreciated.

Usally B visa will get only new H1 visa. Inthis caseone has to go out of US to get the visa stamped and come back with I 94 citing H1B to get SSn and start working.

h1 is dual intention, so does not have to prove to come back to home country.Any help would be highly appreciated.

Hi

You need to take assistance from genuine Attorneys who would be able to clear your sister's H1B at one go during the consular processing. While applying for H1B the companty that is sponsoring your sister's H1B would be considered for issuing a H1B stamping. The next step would obviously be your sister having relevant work experience to the job title offered to her in the US.

No attorney can pass you through counselor interview, your merit and your sponser merit alone secure you a visa stamping in your passport. If any body gives any promise to get you a visa stamped in your pp, whether he/she is a attorny (professional attorney never gives this kind of promise), or a travelling agent, they are only cheating you.
 
Thanks GreatGuru - I read menakarajendran's post and already realized that it's one of those lawyers trying to make a quick buck... - wasn't planning on calling/emailing him in any case.
