Difficult times - my mom is alone - please HELP.

My parents came to USA two times and both times they came on only
one year visa. First time they came and left USA within 6 months
and when they came second time on 6 month I-94, I applied for
extension for 6 months and it got denied. They left USA after
15 days of extension denial notice arrived.

Now, my father passed away two months back and I am planning
to get my mother here again to USA. I am really worried and
confused on what to do. I really appreciate if some one can
shed some light on this:

I applied for my US citizenship last week. I maybe getting
my citizenship done by December/Jan-07 as per the current stats.

Assuming that my citizenship will be done in 4/6 months and also
going by the current Visa appointment dates in India only after Feb/March, what should I do for my mother's visa?

1. Should I ask her to try for visitors visa in coming months?
advantage: if she gets visa, i can apply for her green card
after she come here.. or if she gets multiple she can keep
coming.
[if her visa gets rejected, is it going to be a RED flag for her GC application?]

2 As her extension got denied last time, her chances of
getting B2 visa is very less. In that case, wait till I get
citizenship and process her GC when she is in India.

I really really appreciate on your advise..

after she come here.. or if she gets multiple she can keep
coming.

citizenship and process her GC when she is in India. This is fool proof approach, though delayed but definite results.

I would get her to apply for a B2 if I were you, especially if you want her to visit soon, the GC approach too is OK, however you need to bear in mind that means she will not be coming anytime soon because (1) you have to first get your citizenship, the timing of this not guaranteed (2) though her GC petition by you after you obtain your citizenship is most likely going to be aproved, this will take a while, we are talking 12 - 24 months, and during the time her GC application is pending, she will not be granted a B2.
My 2 cents - try for a B2 visa, hopefully she will be granted a multiple entry visa, of reasonable duration, this way she can keep on visiting even when her GC application is pending, you may even be able to apply for her GC during one of her visits and if approved, just go for AOS, adjustment of status whilst she is still with you, so she does not have to leave.

I really have my doubts that your mother will get a B visa as you say she is alone in home country

My son has just been denied a B visa the reason was he could not show strong family ties to home country

Section 214 of ina states

Every applicant shall be deemed and immigrant until such times they prove to the consular officers satisfaction they are not

i would not give up on the possibility of a B2 visa, if i were you, these issues are so subjective, its very possible that your mum can get a visa, its up to the discretion of the consular officer.
If she has a job, have her obtain a letter from her employers that state that she is currently employed, is currently on leave and will be eturning to her employment, that should help.

Unless your mother can show strong family ties along with social and economic ties to home country she will be denied

I am not saying do not try for B visa, just be prepared for a denial

Does she have other children or grandchildren in home country? Does she own property in home country? Does she work in home country?
