Difference between edcuation evaluation for H1-B and for GC

The education evaluation done at the time of my H1b says that my education is equivalent to US Bachelors in CS.

But now at the time of labor substitution the lawyer is saying that
1) I need another education evaluation.
2) And he(lawyer) talked to a credible evaluator company and that company
is saying that they can not issue me a equivalent certificate saying my Indian degrees are equivalent to US Bachelors degree.

I have a Bcom degree from India and took some sw courses before coming to US on H1-B.

Time is running out pretty fast and I am allready in my 6th year. What should I do?

I have only few months left and the lawyer has an approved labor which he
is giving it to me.

Is there any online school where I could get any degree faster and
which is recognised?

my opinion

I think it depends on how the columns in 14 and 15 worded in your LCA.
If it says something like batchlors or equivalent in 14 and in 15 if it says that combination of degrees can be allowed, it should be ok.

looks like PERM is good if done correctly.
