Did the HR1268 really pass by the senate this morning?

Well thank god i took U.S Government in High school. THE bill has not been passed by the Senate, rather a "cloture" was invoked.

Cloture is the only procedure by which the Senate can vote to set an end to a debate without also rejecting the bill. They need 3/5 of the vote to stop debating the BILL which they did.

Now that the debate has ended, the senate leader will ask for a vote..by the senate rules NO MORE THAN 30 hours after the cloture was invoked. The senate has to proceed now without any more debates to vote on the final bill.
The 30 hours may increase if a motion is requested by the majority to give more time to think about the vote and convince other nay voters. There is only one motion to extend 30 hours to another 30 hours in a week.

So this bill is still in the hands of senate..

After read HR1268, I find the only thing connect to HR418(real id act)is driver's license. There is no word talking about the CAP.

I pasted the amendent here. It seems take driver's license part of HR418, and drop CAP part. Is it right? Please correct me!!!! :(

S.AMDT.429 Amendment SA 429 proposed by Senator Isakson. (consideration: CR S3793)
To establish and rapidly implement regulations for State driver's license and identification document security standards, to prevent terrorists from abusing the asylum laws of the United States, to unify terrorism-related grounds for inadmissibility and removal, and to ensure expeditious construction of the San Diego border fence.

Here is the update as posted on AILA.org, web page:

"4. REAL ID: A Senate vote on the REAL ID Act did not take place on Tuesday, April 19. While we are unclear if or when this vote will take place, our Hill supporters are nonetheless preparing for a vote. Please continue to contact your Senators to oppose this ill-conceived measure. Call the congressional switchboard on 202-224-3121 and ask to speak to your Senators, and/or send a letter to your Senators using Contact Congress

If the Senate passes the REAL ID Act, it will become law as part of the supplemental appropriations bill since the House already has passed it. If we are able to defeat the REAL ID in the Senate, or if there is not a vote on it, the REAL ID will still be part of conference discussions. We will urge conferees to remove REAL ID from the supplemental bill."
