Did not received the oath letter for my father

He passed the interview test on August 17th 2009 (Location : Chicago, IL) but they requested Certified Police Records from USA and India (my dad stayed in India more than 6 months in the last 5 years).

I got the certificates from USA (local police station) with in 2 days but to get the Certified Police Records from India it took 60 days.

USCIS requested all the Police Certificates within 30 days so I sent the USA (local police station) first and sent a letter stating that I will be sending Certified Police Records from India as soon I get it.

I have sent the Certified Police Records from India on October 19th 2009 to USCIS. How long should I wait before I contact USCIS.

If I want to contact how should/can I contact the USCIS in Chicago, IL.

Any help regarding this is appreciated.
