Did not complete MS, applied for H1 in 65000 cap

Hi Friends
I guess there are many with a case similar to mine, so please friends share ur suggestions.

I did not complete my MS. I have OPT till OCT 08. I have applied for in H1 in 65000 cap. In worst case, please tell me how to get back to F1 status if my petition will not be selected in the lottery.

I am still registering for the thesis every semester. so can my university get me back to F1 with the reason that i still did not complete thesis. I heard that there are few universities which give CPT in the first semester, do you guys know of any such universities?
Please suggest.

You can go back to the University on full time F1 status only if you join a different program. OPT means that the University has agreed that you are done with all course work and now you can get out and work. I was in a similar situuation a few years back (though not related to quota) - I had two courses with Incomplete grade and did not realize it till the last minute. When I applied for graduation, I realized that the Incomplete had turned to "F" or Fail grade and my GPA had fallen below 3.0. The university refused to grant me degree and one of the professor's asked me to take the course again to get the grade converted (his theory was that the course content had changed substantially and so I had to retake). International Students Office told me that I could not come back to the University on the same program and that I had to enroll for a different program to come back on F1. They would give me new I-20, etc. Finally I did not have to go back to school and the prof. was just making me run from pillar to post (and I guess he wanted me to beg him a little bit :p ).

i talked to my advisor and he agreed and gave me a course completion certificate. it states the following and nothing more than this

"I HAVE COMPLETED ALL THE COURSE WORK REQUIRED TO COMPLETE MASTER'S PROGRAM IN THE DEPT OF XYZ AT ABC UNIVERSITY. IF YOU NEED FURTHER ASSISTANCE, YOU CAN CONTACT ME"

IS THIS COURSE COMPLETION CERTIFICATE SUFFICIENT TO FILE FOR H1 IN MS CAP NOW. I KNOW 2 OF MY SENIORS DID THE SAME THING AND THEY TOO SUBMITTED THE SAME KIND OF LETTER, I MEAN WITH THE SIMILAR CONTENT.

Course work completion is not sufficient to apply for H1B. You will need to get
a letter from the Registrar's office stating that all requirements for the Master's Degree is complete and that you have applied for graduation and that you will be awarded degree at end of this semester/ quarter/ trimester (or whenever the next earliest degree granting event occurs).
However, I do not know what USCIS guidelines are for such a scenario. The case officer may not know that course completion does not necessarily mean you have finished all requirements to get degree (e.g. - you are yet to complete thesis or project) and he may grant you the degree. I think you should contact a lawyer and see what he says.

i contacted few seniors who applied h1 in ms cap with a course completion certificate. and the matter that is in the letter is also same.
my advocate says a query may be generated...its 50 50 chance it seems, just like the lottery.

i do not have any way out. if my h1b in general cap is not selected in the lottery i will atleat have a petition in ms cap. but if it is selected in general cap, i came to know that i can cancel the petition in ms cap. but the money will not be refunded it seems.

in worst case, if i do not get selected in the lottery and i get rejected h1 in ms cap, i will get back to f1 status.
