I attended the consulate of Chennai on Monday and Paid all the Fees (DD) for my H1 B visa... IS it a confirmation of Visa ...when i will get my passport back

Yes. I think so. They never tell you that you have got your visa or not.
They just collect the visa issuance fees from you which means they are
granting you a visa.

Unless there is significant fraud involved, which they can find out, H1B
visas are hard to reject as they are already approved by the USCIS in
USA. Their job is to only check if your papers are in order and there is
no fraud.

But with B1 and B2 they are in complete control.

Get ready dude. You are coming to the U S of A.

No, dude H1B can be rejected for any stupid reason. Several hundred H1B s are rejected for having non-related degree, suspicion about employer, wage errors and no reasons.in
