Dependent visas

I have received my H1 approval papers from my employer but my dependents are not included. Apparently, they forgot to include the dependents in the H1 petition even though I had supplied all the details and documents (marriage certificate, birth certificates etc.). Can I take my H1 approval papers (which do not include my dependents\' names) to the overseas consulate and apply for dependents\' visas alongwith my H1 visa?
If not, how can it be done and how long will it take?
 
H-1B and H-4 confusion

I am on H-4 and my husband is on H-1B. Recenlty I have gotten a job offer and my own H-1B is pending with the INS. In the meantime, my H-4 is expiring. Can I file for extension of H-4 along with my H-1B pending so that I have a valid status if my H-1B gets rejected?
In short, can I file two non-immigrant visas simultaneously?
