Department of State lost my passport. What can I do now?

I\'ve sent passport to them in beginning of November. I desperately have to travel right now but when I send them withdrawal request, they called me and said that they sent my passports back in January 25 - more then month ago. I can\'t wait till I get new passport from my origin country. What can I do now? Does somebody knows phone, fax or e-mail of their supervisor or somebody else who can help to track my documents?
