Department of Education - IS IT Exempt of H1B Cap?

I am a student on OPT which expires june 2004. I have an offer from my state\'s Department of Education for the position of a Software Developer. Can anyone specify if DOE is considered as an exeption when they apply for the H1 for me. (Can i be made to work between June and Oct 1st 04) I heard that the universities and other education institutions can go ahead applying for the H1 visa for their employees irrespective of the H1 Cap. I need to decide by next week today being March 13th, whether to join here and work for two months only or be back to India my home country and start working there. I do not think the State DOE would qualify. Sorry.
