Denied Visitor's Visa

My friend is having some problems with the U.S. consulate in Toronto denying his request for a visitor's visa. He has been in Canada for almost a year now studying at a university. His parents permanently moved from Papua New Guinea (where he came from) to the United States during the school year. He wants to visit them for a weekend before school starts in September, as he hasn't seen them in quite some time. He went to the U.S. consulate in Toronto on appointment and met with a very rude agent. The agent asked to see my friend's transcript from his first year, and suddenly began turning it into an interrogation regarding his less than perfect grades. The officer then refused to tell him why he wasn't allowed to go, told him to get out of his face and had security escort him out. He didn't catch the man's name, but he's very distraught over this. What do you think can be done?
