Denied-Very Urgent-Gurus please Help

I just by chance came across this forum and would like to thank all for there excellent advice.
I would need your help . Here is my case.I applied for Canadian PR and sent my appliaction to buffalo.

Mailed on:- Feb 16, 2002
Received Date:-Feb 22, 2002
Notice Date:-June 25, 2002
Decision Date: - July 23, 2003 - DENIED

Points:-

Points Assessed

Age 10
Education 20
Experience 21
Arranged Employment 0
Official Language Proficiency 16
Adaptability 4

Total 71

I was denied as i could not make the 75 points requirement.What are my options. Could i appeal or i have to undergo the entire process once again from scratch.What would be my chances now as i have heard that the points requirement has dropped down to 67 points.Any suggestions would be appreciated.

Yes you can reapply and you already know how many points you are going to get so you will qualify this time with new point system. Write to CIC giving your old reference number and saying that with old point system you are denied and you will qualify with new point system and proceed according
