Denial of I-130 sent to Petitioners old address

Hi Rajiv. Here I am back after 2 years, since I got the green card in 2009 with your help. thanks again. I am asking this question for a cousin of mine. His sister filed I-130 for him in 2002 in F4 category, they received the initial receipt of application with case number on it, but later on they moved to a new address. Now when the periority dates became close they tried to find out what's going on, upon calling USCIS they were informed that the I-130 has been denied. They asked the reson for denial and USCIS asked them to file FOIA request, which they did. Last week they received the letter in response to FOIA request that their case could not be located. My cousin is very upset coz he waited almost 10 years for his immigration.
My question is can his I-130 be reinstated with his original priority date, if yes then how to go about it provided that they don't even know the reason for denial. If they knew the reason for denail they could have provided supporting documents, but since they moved out of that address they didn't received any correspondence from USCIS untill they contact USCIS 10 years later.

It seems pretty hopeless at this point. There are so many questions that remain unanswered.
