Degree Evaluation

Recently i got my 2 TN, border agent , told me to get degree evaluation from "accredited educational institution ".
My current degree evaluation is from ICAS ,parkeval & https://silvergateevaluations.com/.

Does "accredited educational institution " means University of Toronto?

He told me in NAFTA its written degree evaluation from "accredited educational institution "
 
When I was in US for each H1's, I had companies doing my education evaluation. Your company can also do it and send you along with the package.

University of Toronto offers Degree Evaluations...I just checked recently..they charge around $189 and take around 6 weeks. I am planning to do one after my TN next week.
 
Pls let me know what ITguy75 wrote is correct that evaluation should from accredited educational institution.
I am planning to use service of few in US who are not educational institution but private lie Josef Sinley, World education service etc.
In discussion with one Career Consulting International (http://www.thedegreepeople.com/) Sheila, she has suggested that i go for expert opinion letter as i have specialized FIVE years bachelors Diploma in construction technology from India equivalent to US Civil Engr degree-4 yrs.
Has anyone used there services?
Will CBP @POE officer accept that expert letter and consider my diploma to engineering degree here?

Experts pls. advice
 
If the degrees are not from North America, they need to be evaluated, and any degree needs translated to English if necessary.
